What we do
The DGRCC carries out the study and planning of centralized procurement, proposing to the head of the Ministry of Finance the declaration of centralized procurement of supplies, works, and services.
For supplies, works, and services declared as centralized procurement, the DGRCC determines through which procedure the procurement will be carried out: framework agreement, dynamic purchasing system, or centralized contract.
The DGRCC is responsible for drafting the specifications, managing, and administratively processing centralized procurement files, as well as performing the secretarial functions of the contracting authority of the national centralized procurement system, which is the Centralized Procurement Board. In addition, through delegation, the DGRCC is responsible for awarding contracts based on framework agreements and specific contracts of dynamic systems, except in the case of affiliated entities where the general rules of the entity apply.

Regarding information systems, the DGRCC is responsible for providing technological resources to improve and support the management of centralized procurement, as well as for its digital transformation. Specifically, it manages the application of the national centralized procurement system, through which based contracts and specific contracts are processed, as well as the management of the catalog of awarded products and services.
