Description

The purpose of the framework agreement is the supply of passenger cars and pick-up vehicles, as well as optional equipment and adaptation kits, where necessary to fulfil the purposes entrusted to the different Ministries, Bodies and Entities that are the recipients thereof.

The purpose of the framework agreement is divided into the following lots:

• Lot 1: Compact Vehicles
• Lot 2: Saloon Vehicles
• Lot 3: Crossover Vehicles (SUVs)
• Lot 4: Off-road Vehicle
• Lot 5: Pick-Up Vehicles

These lots are further divided into classes according to the construction characteristics of the vehicles, with three groups distinguished within each class according to their technology and powertrain.

• Group I combustion: Vehicles with a single internal combustion engine.
• Group II hybrid: Vehicles with at least two engines, using at least two different categories of energy storage systems.
• Group III electric: Vehicles powered by one or more electric motors with no direct CO2 emissions.

The acquisition of Group I vehicles, and Group II vehicles that do not have the DGT CERO label, in lots 1 “Compact” and 2 “Saloon” is restricted to vehicles adapted for use by the armed forces, civil protection, fire services, security forces responsible for maintaining public safety, and armoured vehicles, in accordance with the provisions of Article 89(c) of Royal Decree-Law 24/2021. These vehicles must necessarily incorporate an adaptation kit.

This is a framework agreement with all terms defined, and the acquisition will be made from any of the awarded products according to the needs of the recipient bodies. The award of contracts based on the framework agreement will be carried out by inviting the parties to a new tender procedure or without a new tender procedure, in accordance with the provisions of clause 30.2 of the Specifications for Particular Administrative Clauses (PCAP).

Accession of bodies

In accordance with Articles 228.3 and 229.3 of the LCSP, the entities listed in Annex I of the PCAP may accede to this framework agreement by concluding the corresponding agreement with the Directorate-General for Rationalisation and Centralisation of Procurement.

Duration

The initial duration of this framework agreement is 2 years, starting on 7 September 2026 for lots 2 and 5, and it may be extended once or several times before its expiry, for a maximum of 2 additional years.
