The state centralized procurement system is open to the adhesion of the Autonomous Communities and Local Entities, as well as their dependent autonomous agencies and public bodies. Likewise, companies, foundations, and other public sector entities, organizations, and bodies may adhere (Article 229.3 of the LCSP).

Centralizing procurement generates savings resulting from increased competition due to higher sales expectations from bidders and from economies of scale arising from aggregated demand. In addition, savings from centralized procurement, as they respond to efficiency improvements, do not affect service quality.

But savings are not only economic in nature; “other types of savings” that are equally relevant are also generated, such as those resulting from reducing procedures and administrative burdens. Entities participating in the State Centralized Procurement System see the burden arising from contract processing, as well as processing times, substantially reduced.

Likewise, companies interested in providing a service or supply have their participation in tenders simplified.
