I am interested in joining the State Centralized Procurement System. What should I do?
If your company operates in the field of any goods or services declared for centralized procurement by Order EHA 1049/2008 or its subsequent amendments, and you wish to join the State Centralized Procurement System, you must participate in the corresponding tender called by the Centralized Procurement Board. You can find the tender notice on the Public Sector Procurement Platform.
The State Centralized Procurement System Plan collects the forecast of contracts (whether framework agreements, dynamic systems, or centralized contracts) expected to be extended, tendered, or initiated. The plan can be found in the What we do section.

Once a framework agreement has been concluded and is in force, is it possible to be included as an awardee?
Once a framework agreement has been concluded, it is not possible to be included as an awardee. The determination of the awardee companies of a framework agreement is carried out through a tender procedure in accordance with the Public Sector Contracts Law.
Unlike framework agreements, in dynamic systems, during the entire period of validity, any interested company may request to participate under the conditions stated in the tender rules.

I am an awardee of a framework agreement or a dynamic acquisition system. How can I be awarded a based or specific contract?
When the framework agreement has been concluded with multiple companies and all terms are established, it is not necessary to hold a new tender, if so provided in the framework agreement tender documents, and it will be the recipient organization of the supply or service that makes an award proposal to one of the framework agreement awardees according to the specific needs to be met and the objective conditions set out in the framework agreement.
If, for the contracting of a supply or service through a framework agreement, the recipient organization calls a second tender, and the contract is subject to harmonized regulation (commonly called “SARA contracts,” with an estimated value equal to or above that established in letter a, point 1, of Articles 21 and 22 of the LCSP), an offer must be requested from all companies awarded the corresponding framework agreement lot.
When the contracts to be awarded are not subject to harmonized regulation (commonly called “NON-SARA contracts,” with an estimated value below that established in letter a, point 1, of Articles 21 and 22 of the LCSP), the recipient organization may not invite all companies to the tender, provided that at least three offers are requested and justified in the file, unless the framework agreement tender documents or instructions indicate otherwise.
On the other hand, the award of specific contracts under a dynamic acquisition system will always require a tender. Recipient organizations must invite all companies admitted to the lot/category of the dynamic acquisition system to submit an offer in each tender held.

Where are the awards of based and specific contracts published?
Daily, in the Based Contracts section of this Portal, the awards of all based and specific contracts from framework agreements and dynamic acquisition systems of the State Centralized Procurement System are published.
Specifically, contracts awarded by the DGRCC are published daily on the contracting profile of the Centralized Procurement Board on the Public Sector Procurement Platform and monthly on the Transparency Portal, in the Open Government channel of the Ministry of Finance and on the datos.gob.es portal.

Where can I learn about future centralized procurement tenders?
You can consult the Annual Centralized Procurement Plan, which is published each year on the Public Sector Procurement Platform on the contracting profile of the Centralized Procurement Board.

I am an awardee of a framework agreement or a dynamic acquisition system. How are offer requests and awards communicated within the framework agreement or dynamic acquisition system?
Offer requests will be sent through the Public Sector Procurement Platform (PLACSP) or the tender platform used in each case by the recipient organization.
The awards of based and specific contracts will be notified by the corresponding contracting body. For contracts in which the DGRCC is the contracting body, this notification will be made through the Single Enabled Electronic Address or Citizen Folder.
