The purpose of the framework agreement is the supply of cars, including accessories and kits that are considered necessary (transformations that vehicles require for their use by the main bodies that order them).
This is a framework agreement with all the terms defined whereby goods may be acquired directly, without the need for a new tender to be put out in those cases indicated in the terms and conditions. In the case of direct purchases, the terms and conditions will determine the objective conditions that should serve as the basis for determining which of the successful bidders under the framework agreement will be awarded each base contract.
Orders under this framework agreement are structured as follows:
Direct purchase: 1-9 units under the same sub-lot are acquired, or there is only one successful bidder for the vehicle or adaptation kit sub-lot, although the number of units exceeds 9.
New tender: 10 or more units are acquired, and there is more than one successful bidder for the sub-lot, or a kit is acquired that is not defined in Annex III (page 50) of the administrative terms and conditions, or delivery of goods as part of the payment under the administrative terms and conditions (page 38).
The tender document must always be authorised on a preliminary basis by the DGRCC [Directorate-General for Streamlined and Centralised Procurement].

Accession of public bodies
The deadline for the accession of public bodies ends on 24/02/2017; no accession is possible subsequent to that date.
The initial duration of this framework agreement is 2 years, from 1 July 2018. It may be extended for a maximum period of 2 additional years.
