Centralized Procurement Board
The Centralized Contracting Board (JCC) is the interministerial contracting body. It is a collegiate body attached to the General Directorate of Rationalization and Centralization of Contracting, to which, in accordance with Article 323.3 of Law 9/2017, of November 9, on Public Sector Contracts, “the functions of the contracting body of the state centralized contracting system regulated in Articles 229 and 230” are assigned.
Therefore, the composition of the Plenary of this body includes permanent representatives from the Ministries of the Presidency and of Finance and Public Administration, and rotating representatives from the other ministerial departments, such that a total of five representatives from the ministerial departments attend the meetings of the Plenary of the Centralized Contracting Board, whose basic function is to adopt the awarding acts of centralized contracts, framework agreements, and admission to dynamic procurement systems. By ensuring representation from all departments, the aim is to involve all stakeholders with interests in contracting.
The JCC is currently regulated by Order HAP/2834/2015, of December 28, which modifies Order EHA/1049/2008.
