The Autonomous Communities, Local Entities, their dependent autonomous agencies and public bodies, and the rest of the state public sector entities not included in the mandatory scope of centralized procurement may adhere to the State Centralized Procurement System (State Procurement Center) and to one or more of the services and supplies declared for centralized procurement through adhesion agreements. The adhesion procedure will be carried out in two phases:

• In the first phase, the interested administration or public entity will agree with the DGRCC on a generic adhesion, which implies its willingness to integrate into the operating regime of the State Centralized Procurement System and the possibility of adhering to its framework agreements or dynamic acquisition systems.

• In the second phase, the entity will agree with the DGRCC on a specific adhesion to one or more framework agreements or dynamic acquisition systems, which will imply the obligation to carry out all procurements through it, except when the awarded goods or the mode of service provision do not meet the essential characteristics to satisfy the specific needs of the individually adhered entity.
