Compulsory Subjective Scope

According to Article 229 of the LCSP, the state centralized procurement system is mandatory for all entities, bodies, and organizations indicated in letters a), b), c), d), and g) of section 1 of Article 3 of the law that belong to the state public sector, unless the contracts have been declared secret or reserved according to the legislation regulating official secrets.

That is, it is mandatory for the General State Administration, its autonomous agencies, managing entities, and common Social Security services, as well as other state public entities: check the list.

If you are included in the mandatory scope, you must procure the supplies and services declared as centralized procurement through the State Centralized Procurement System.

However, in certain cases, it is possible to request authorization from the DGRCC to procure outside the State Centralized Procurement System. You can consult these cases in the Authorizations and Exceptions section.
