Adhesión a la contratación centralizada
Autonomous Communities, Local Entities, autonomous bodies and public entities dependent on them, as well as the remaining entities of the State public sector not included within the mandatory scope of centralised procurement, may join the State Centralised Procurement System (Central Procurement Office of the State) and one or more of the services and supplies declared subject to centralised procurement by means of accession agreements. The accession procedure shall be carried out in two phases:
-
In the first phase, the interested administration or public entity shall agree with the DGRCC on general accession, which implies its intention to become part of the operating framework of the State Centralised Procurement System and the possibility of joining its framework agreements or dynamic purchasing systems.
-
In the second phase, the entity shall agree with the DGRCC on specific accession to one or more framework agreements or dynamic purchasing systems. This shall entail the obligation to carry out all procurement through the relevant agreement or system, except where the awarded goods or the arrangements for providing the services do not meet the essential characteristics required to satisfy the specific needs of the individually acceding body or entity.
